Selective Quarantine Keeps the Economy Running

In South Korea, Japan, Singapore and Hong Kong, the coronavirus is under control without the widespread shutdowns of other countries.  Factories, restaurants and shops are still open. Singapore has even kept its schools open.

They've used testing aggressively to identify cases — not only testing people who are so sick that they're hospitalized but also mild cases and even suspected cases. Rather than keeping millions of people home, tens of thousands of people who may have been exposed to confirmed cases, are quarantined at home.
