I like this as a process to spike slow public support though I suspect it needs to happen faster. Ideally and as a potential expression of mass concern (PR and Social), I think all who package products in plastic should pay first into a fund to clean up that massive and growing island made of plastic debris and continue to fund the cleanup until they convert to a green alternative. You might initiate this as a movement in change.org as all it needs is a significant public outcry to concern all manufacturers to act. Good luck,
