This article by John Daley, CEO Grattan Institute, reinforces the need for reform in our governmental processes if we are to make progress in addressing the challenging issues that we face. “Difficult problems require careful, detailed, well thought out solutions.” ”Good answers take time, depend on an evidence base, and almost always require trade-offs. Often, better policy is a game of inches, which add up over time. We need politicians who engage in this detail, and who are prepared to stare down vested interests and to explain the rationale for reform to the public – assisted by the public service.”

Yes- we need the public service to be able tp "provide genuinely independent advice more often". It should help in developing policy, not just implementing it.

That is, to explore the opportunities our constitution offers and that the conventions with the Crown provide for selecting and appointing our Governor General. Prof Williams raises several interesting issues regarding the potential powers of the position and alternative ways of selecting and appointing a Governor General. Public discourse over these issues could catalyse community interest in our country’s governance and help us evaluate options for constitutional refreshment and our head of state's role, status and powers.
