Helen Haines' proposed framework is much more robust- with retrospective powers, a broader definition of corruption, allowance of 'tips' from the public and open and transparent inquires, as well as structural changes in public service focused on prevention, is preferred to a Government proposal that arguably wouldn't actually prevent corruption.
